Financial Specialist, Accounts Payable

Location: Houston, TX

General Summary

The Financial Specialist, Accounts Payable is responsible for the prompt and accurate procurement of goods/services and payment of invoices for the District Attorney's Office. The Financial Specialist, must follow established procedures to process purchase orders, payment requests and invoices. This position will also provide assistance with witness and employee travel, including seeking reimbursement from the State of Texas and processing reimbursement requests for employees.

Duties and Responsibilities

  • Learn and follow Harris County (HC) Purchasing and Accounts Payable procedures for the Harris County DA’s non-labor budget.

Procurement

  • Review all quotes for appropriate documentation and details to set up purchase orders or make credit card transactions to procure goods/services from vendors. Gather quotes, as needed.
  • Process new vendors by collecting W-9’s and other required documentation and working with the Purchasing Department to enter the new vendor in the County's ERP system.
  • Prepare financial reports on a periodic and ad-hoc basis.

Process Payments

  • Prepare requests for payment.
  • Process and insure payments of invoices through the County's ERP and complimentary software.
  • Process employee reimbursements for expenses such as mileage, travel, training, etc.
  • Audit and process credit card statements for appropriate documentation and approval.

Logistics

  • Employee Travel - coordinate arrangements.
  • Witness Travel - coordinate arrangements for criminal case witnesses, as necessary.

Generally

  • Maintain files and documentation thoroughly and accurately.
  • Maintain a positive and professional tone in the all communications (i.e., email, written, verbal, etc.).
  • Assist with Special Projects, as needed.
  • Professionally complete other duties and responsibilities as assigned, based on business needs.

Knowledge, Skills, and Abilities

Detail oriented, organized, self-motivated, and able to work with minimal supervision.
Ability to interact with all levels of staff.
Ability to establish and maintain professional working relationships with outside vendors.
Ability to manage workload efficiently and prioritize multiple demands to meet deadlines.
Ability to work cooperatively with coworkers as a team player.
Must be able to communicate professionally with a customer service mindset.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.

Physical Demands

This is largely a sedentary role; however, some minor lifting of up to 10 pounds and moving about may be required.

Position Type and Typical Hours of Work

This is a full time position. Days and hours of work are typically Monday through Friday, 8:00 a.m. to 5:00 p.m. Hours may vary based on the business needs of the department. Hybrid work is available.

Required Education / Experience

Bachelor's Degree in Accounting, Business Management or related field.
Experience in a governmental setting preferred.

Salary Range:

$36.38 per hour – Salary based on experience, including prior financial experience/experience handling financial transactions.
